Public Review Period for the Avarua Harbour Dredging Proposal

In line with regulatory requirements, the EIA will enter a 30-day public review period commencing on 26 June 2026 and closing on 26 July 2026.

The National Environment Service (NES) has received a project proposal from the Cook Islands Ports Authority (CIPA) for planned dredging works within Avarua Harbour. As required under the Environment Act and the National Environment Regulations, NES carried out an initial assessment to determine the level of environmental oversight needed. Given the scale of the activity and the potential for notable effects on the surrounding marine and community environment, the proposal has been classified as a Tier 3 project.

The dredging is intended to improve safe and reliable access for vessels using the harbour. Over time, natural coastal processes have contributed to the gradual build up of sediment within the basin, reducing navigational depth and making entry and manoeuvring more difficult for port users. The proposed works aim to clear these accumulated materials and support the continued functioning of the harbour, which plays an important role in local transport and maritime operations.

A full Environmental Impact Assessment (EIA) has been completed by the proponent. The report outlines the expected environmental effects of the dredging, along with the mitigation measures and monitoring commitments proposed to manage impacts on water quality, marine habitats, and coastal conditions.

In line with regulatory requirements, the EIA will enter a 30-day public review period commencing on 26 June 2026 and closing on 26 July 2026.

During this time, members of the public, stakeholders, and interested groups are encouraged to access the report and provide feedback. The EIA will be available on the NES website, across NES social media platforms, and by request from the NES office. NES remains committed to transparency and ensuring community voices are included in the decision-making process for projects of national significance.
