The National Environment Service (NES) is pleased to announce a key milestone in the development of the Environment Bill 2026, with the draft Bill now formally submitted to the Crown Law Office for legal review and further drafting.
The proposed legislation represents a significant step forward in strengthening the Cook Islands’ environmental governance framework, aligning with the National Environment Policy 2022–2032 and supporting long-term sustainability and resilience.
The development of the Bill has been informed by an extensive consultation process undertaken between May 2024 and December 2025. This included engagement with government agencies, the Pa Enua, and non-government organisations, and the wider public to ensure that diverse perspectives were considered in shaping the legislation.
Key areas of discussion during consultations included the introduction of new provisions such as bioprospecting, application of the law species protection, as well as the importance of clear and consistent definitions within the Bill. Stakeholders emphasised the need for clarity in interpretation to support effective implementation and to ensure shared understanding across sectors.
The submission of the draft Bill to the Crown Law Office marks an important step in the legislative process. NES will continue to work closely with legal drafters and relevant stakeholders as the Bill progresses towards finalisation and eventual consideration by Parliament.
