The Environmental Compliance Dashboard for the period January to June 2026, highlighted the continued progress in environmental permitting, compliance monitoring, and enforcement activities across Rarotonga. The dashboard provides a snapshot of NES’s regulatory performance and demonstrates the Service’s commitment to ensuring that development is undertaken in a manner that protects the environment while supporting sustainable economic growth.

During the first half of 2026, NES approved 90 environmental and development applications, comprising 63 Tier 1 Building Permits, 16 Tier 1 Environmental Approvals, 1 Tier 1 Emergency Provision, and 10 Tier 2 Environmental Consents. No Tier 3 Environmental Impact Assessments were approved during this period, indicating that the majority of proposed developments presented low to moderate environmental risks and were appropriately managed through the Tier 1 and Tier 2 assessment pathways.

NES also responded to 15 environmental complaints, investigating a range of issues including illegal dumping, unpermitted construction, hazardous waste burning, sewage and pig pen odour affecting neighbouring properties and waterways, LPG tank safety concerns, and the illegal dumping of vegetation. Illegal dumping remained the most prevalent compliance issue, accounting for six complaints across two recurring locations, highlighting the need for continued public awareness and responsible waste management practices.

To uphold the requirements of the Environment Act and ensure compliance with approved conditions, NES issued two Stop Work Notices and one Warning Notice during the reporting period. These enforcement actions reflect the Service’s proactive approach to addressing non-compliance, protecting environmental values, and promoting responsible development practices.

Overall, the dashboard demonstrates NES’s ongoing commitment to balancing environmental protection with sustainable development. Through robust environmental assessments, regular compliance inspections, timely enforcement, and engagement with developers, government agencies, and the wider community, NES continues to safeguard the Cook Islands’ natural environment while facilitating responsible growth for the benefit of present and future generations.

NES continues to encourage developers and the public to work closely with the Service to ensure development is undertaken responsibly and in accordance with environmental legislation.
